Best HR Software in UAE | Top 10 Platforms Compared on WPS, Gratuity and Emiratisation

Best HR Software for UAE - Comparison Guide

TL;DR: 4 things to know before you read
â–¼
1

Good UAE HR software gets three things right: a correct SIF for WPS, separate Emirati and expatriate tracks, and headcount against the Emiratisation target.

2

Since 1 June 2026, salaries are due on the 1st of the next month with no grace period, and 85 per cent of wages must reach employees on time.

3

Only two of 10 platforms publish per-employee pricing, and none clearly tracks ILOE status. Verify it in a demo.

4

Whichever you shortlist, run one full pay cycle on your own data before you buy.

HR software for a UAE employer turns a payroll run into a correct Salary Information File (SIF), runs Emirati and expatriate staff on separate statutory tracks, and posts to the ERP you already own. Everything else on a feature list is secondary to those three.

The short answer is if you are scanning. Only two of the ten platforms below publish per-employee pricing in a currency you can act on. The rest are quote-only.

No platform publishes a clear claim to track Involuntary Loss of Employment (ILOE) insurance status per employee. That is the largest open gap in the market, so verify it in a demo rather than on a feature page.

Since 1 June 2026 the margin for error has gone. Under Ministerial Resolution No. 340, salaries are due on the first of the following month with no grace period, and an establishment is compliant only once 85 per cent of total monthly wages has reached employees on time.

Emiratisation is now measured against the headcount the Ministry of Human Resources and Emiratisation (MOHRE) can see in your wage data, not the headcount in your budget.

For a UAE-only small business that wants insurance managed in the same login as payroll, Bayzat is the strongest local option. For employers that need HRMS, payroll, attendance and Employer of Record (EOR) in one system, or that run teams in both the UAE and India, TankhaPay is built for that combination.

Why UAE Companies Switching from Excel to HRMS?

Because the regulator ceased looking at paper and began looking at bank records. The Wage Protection System makes all salary payments visible to the MOHRE, and as soon as the regulator can view the file, the spreadsheet poses unnecessary risks.

The change was fueled by three factors. WPS made salary payment a file submission done on a monthly basis by the bank and rejected for a single wrong character. Emiratisation made headcount a quota checked against pension and wage data twice a year.

The result is that UAE HR software is judged on compliance output first and employee experience second. A platform with a beautiful mobile app that produces a rejected SIF has failed the only test that matters on the first of the month.

What Changed for UAE HR Compliance in 2026?

Ministerial Resolution No. 340 replaced the old WPS rulebook on 1 June 2026 and removed the tolerance every payroll team had built its calendar around. Wages for the preceding month are now due on the first day of the following Gregorian month. Anything later is a delayed payment.

The compliance threshold has increased to 85% of total salaries. This means that in any given month the maximum amount deducted will be 15% of salaries, regardless of what the Labor Law stipulates. The 30-day exemption period for new employees has been removed; hence, bank details have to be ready on the first day.

After day 15 and day 21, it can open disputes, attach assets and refer the case to the Public Prosecutor, starting with the construction, security and cleaning sectors.

Rule Before 1 June 2026 From 1 June 2026
Wage due date Due date plus up to 15 days First day of the following Gregorian month
Compliance threshold 80 per cent of wages 85 per cent of wages transferred on time
New joiners 30-day exemption No exemption
Payroll delegation Loosely defined Permitted if MOHRE is told the delegate and scope; employer stays liable
Enforcement Complaint-driven Automated escalation from day two

Two other changes sit alongside it. Emiratis in the private sector must earn at least AED 6,000 a month, with existing contracts aligned by 30 June 2026 and enforcement from 1 July 2026.

The Emiratisation contribution for each missed position is AED 9,000 a month, or AED 108,000 a year, for companies with 50 or more employees.

Free zone treatment is not uniform. Dubai Multi Commodities Centre (DMCC) and Jebel Ali Free Zone (JAFZA) run WPS through their own portals. Dubai International Financial Centre (DIFC) and Abu Dhabi Global Market (ADGM) sit outside MOHRE and WPS, with their own employment laws and a mandatory workplace savings scheme in place of gratuity.

How Did We Score These 10 HR Software Platforms?

Every platform was scored on the same five criteria, drawn from what fails on the first of the month rather than from generic feature lists. The order below is not a ranking, and TankhaPay was scored on the same criteria as everyone else, limitations included.

These five features are SIF generation within the application with pre-submission validation, statutory processes for Emiratis and expatriates that include GPSSA contributions and gratuity, reporting of Emiratization based on number of people, ERP and attendance integration, and pricing published.

The evidence was collected from the vendor’s product page, from G2, Capterra and Gartner Peer Insights reviews, and also from third-party lists. If a vendor does not have a feature mentioned, we mention it as such, without making assumptions. If a vendor has only mentioned an aspect in their blog, then it cannot be considered a product feature.

Top HR Software in UAE 2026: Detailed Reviews

Each entry follows the same four parts so you can compare like with like: overview, key UAE features, best for, and limitation. Vendor pages describe intent. Only a demo on your own data describes capability.

Limitations are included for every platform, including our own. A comparison that is soft on itself is not a comparison.

TankhaPay

Overview: An HRMS, payroll, attendance and EOR platform that runs Indian and UAE workforces from one system, with a UAE module built around WPS output.

Key UAE features:

  • SIF Payroll Output for WPS submission
  • Emiratis and Expatriates follow their respective statutory regimes, GPSSA for one and Gratuity for the other
  • Headcount vs Target for each Legal Entity for Emiratisation Compliance Reporting
  • Payroll journals posted to Oracle and SAP
  • EOR at USD 199 per employee per month, all-inclusive with no setup fee, as published

Best for: Businesses operating in both the UAE and India, or hiring in the UAE before setting up an entity, that want a single provider between payroll and the bank.

Limitation: Third-party review presence in the UAE is close to zero. Every UAE price other than EOR is quote-only. Ask for an SIF demo on your own employee master.

Bayzat

Overview: A Dubai-founded platform that began with health insurance and expanded into HR and payroll for small and mid-sized businesses in the UAE and Saudi Arabia.

Key UAE features:

  • WPS file creation
  • Computation of gratuity
  • Arrangement and brokering of health and life insurance within the HR portal
  • Attendance biometrics
  • They refer to it as a popular local product that has UAE payroll

Best for: A UAE-only SME that wants insurance bought and managed in the same login as payroll.

Limitation: The published footprint covers the UAE and Saudi Arabia only. Pricing is not public. Third-party listings report limited report customisation and weaker integration, although Bayzat states it connects to SAP, Oracle and Microsoft Dynamics. The product is built around a benefits service you may already buy elsewhere.

Darwinbox

Overview: Enterprise-level HCM suite that is gaining ground in the Middle East market and boasts native payroll in all six GCC nations from one instance.

Key UAE features:

  • Salaries in WPS format
  • End-of-service calculations
  • Pension contributions for national employees
  • Emiratisation and Saudisation tracking
  • Multi-entity architecture with a managed payroll option

Best for: Larger organisations operating across several countries that want one HCM and are ready for an enterprise-length deployment.

Limitation: Reviewers report that UAE payroll needs configuration rather than working out of the box. ILOE is mentioned in Darwinbox content, but no product detail is published. No pricing is published.

greytHR Middle East

Key UAE features:

  • Gratuity, Leave Encashment, and Full & Final Settlement

Best for: SMEs wanting statutory compliance at a fixed price and preferring a payroll-first solution.

Limitation: Emiratisation management is not listed as a capability. Insurance is not part of the product, so there is no single-login benefits layer of the kind Bayzat offers.

Zoho Payroll

Overview: Zoho’s UAE payroll product, usually paired with Zoho People for HR, and the most transparent pricing on this list.

Key UAE features:

  • Automatic SIF and bank advice generation

Key UAE features:

  • SIF generation and bank upload
  • Gratuity and final settlement processing
  • Multi-currency payroll
  • Attendance, recruitment and performance in one package

Best for: Mid-sized firms, often with an Indian parent, that want culture and performance tooling together with UAE payroll.

Limitation: Pricing for UAE is quoted in USD, although the prices vary on Keka’s website and other external websites. The Emiratization report is not provided. Since Indian reviewers have pointed to a lack of payroll customization, test the UAE allowance/deduction regulations in demo.

ZingHR

Overview: Hire to Retire HCM Suite from Mumbai, offering a product edition customized for Middle Eastern countries.

Key UAE features:

  • Attendance & Payroll using biometrics and mobile attendance
  • WPS Output
  • End-of-service benefits
  • E-KYC Digital Onboarding

Best for: Organizations with multiple locations who need attendance and payroll in the same engine and are ready for an extended implementation.

  • Complete integration with SAP S/4HANA
  • Localisation of UAE with gratuity
  • Modules of global talent management and learning

Best for: Companies using SAP ERP looking for a single vendor for HR to general ledger.

Limitation: Same limitation as Oracle. Output of WPS and Emiratisation reports are localisation and partner issues, not part of out-of-the-box product.

How Should You Choose HR Software for Your UAE Business?

Decide on the three factors that drive penalties first, then weigh everything else. The three are SIF correctness, separate tracks for Emiratis and expatriates, and actual headcount against target.

The first step should be the SIF. You should get all the vendors to process a complete payroll cycle using your data, from start to finish through to bank validation, and check if the file gets processed internally within the system or externally using an Excel spreadsheet.

Next, the two tracks. To count toward the quota, an Emirati needs GPSSA or ADPF registration, a WPS wage of at least AED 6,000 and a Nafis record. An expatriate needs labour card and visa details, a bank account or wage card, and gratuity accrued on basic wage. A system built for one type and bent to fit the other breaks on the first leaver.

Headcount comes next. Assessment for Emiratisation by MOHRE is done based on manpower registration as at 30 June and 31 December. The HRMS must provide headcount, skilled headcount, Emirati ratio, and number of Emirati jobs relative to the thresholds.

Only then weigh ERP fit, attendance integration, insurance, Arabic output and price. Those decide how pleasant the system is to live with. The first three decide whether you get fined.

What Should You Check Before Choosing UAE HR Software?

Run every shortlisted vendor through the same ten checks on your own payroll data, and treat a failed demo as a failed first of the month. A vendor that cannot show a live cheque cannot do it under MOHRE’s automated clock.

These first eight tests determine if you will receive warnings, fines or demotions. Perform them before doing any other tests, and do not be tempted by an excellent mobile app while performing this mediocre mobile app test.

  • SIF built inside the platform:  Salary Information File created within the system, number of records and totals tested before submitting
  • 85 per cent floor flagged: Deductions flagged when any employee would fall below 85 per cent of wage
  • Two statutory tracks: Emirati and expatriate employees run on separate tracks in one payroll cycle
  • Pension under both laws: GPSSA and ADPF contributions calculated under both the old and the new pension law
  • AED 6,000 wage floor: Emirati wage checked against the floor at contract signing and again at every pay run
  • Headcount against target: Actual registered headcount compared with the Emiratisation target, per legal entity
  • Gratuity and exit settlement:  Gratuity calculated on the basic salary, and final settlement completed within 14 days using the WPS
  • ILOE status per employee: Each employee’s Involuntary Loss of Employment subscription status is clearly visible

The last two checkpoints will determine how much work the system will create for finance and procurement. While these are important checkpoints, they can be sorted out after go-live, something that cannot be done with the other eight checkpoints.

  • ERP posting: Payroll journals posted in Oracle/SAP/your ledger via integration and not through an export process
  • Price in writing: Per employee monthly fee with cost of implementation and support included

Which HR Software Should Your UAE Business Actually Choose?

However, there is no such thing as the best HR software for UAE; there are only programs with varying strengths that can be verified against three requirements. Choose on the strength of SIF accuracy, separate statutory and headcount reporting, and leave everything else to settle the tie.

For an integrated solution that allows both insurance and payroll in the same login on UAE market exclusively, Bayzat is the source with the most information available. When published prices become the key factor, Zoho Payroll and greytHR stand out as the only two providers offering price transparency. When Oracle and SAP systems are used, it comes down to whether to spend enterprise-level money or integrate mid-market software.

TankhaPay generates SIF-compliant payroll data for WPS submission, separates statutory reporting and tracks Emirati and expatriate employees separately, compares actual and targeted headcount figures, and pushes journals to Oracle and SAP systems. Put TankhaPay through the tests – one pay cycle on your own data should be enough.
